A little-known historical figure in France, he was a brilliant soldier during the First World War but also a recognized and celebrated diplomat, particularly in the Czech countries, for his role in the creation of the army of Czechoslovakia. He graduated 2nd from the War School in 1895. Writer at the War Ministry, he was part of the General Staff of Ministers (Billot, Cavaignac, de Freycinet). In 1900, chief of staff of the pass. Joffre in Madagascar. Military attaché in Berlin 1909-1912. In 1913 chief of staff of the gal. Lyautey in Morocco. He participated brilliantly in the whole of the First World War and was appointed major general. In 1919 he was head of a French military mission in Czechoslovakia. Appointed "supreme" head of the armies during the conflict with Hungary, he reorganized the Ministry of Defense, set up a staff, created military schools, a military service, ... In 1921, he was appointed High-Commissioner of the French Republic in the Eastern Europe. He was a diplomat but also an artist, it is a very interesting facet of the personality of General Pellé. He drew landscapes everyday during his travels and he made very biting caricatures and did not even spare politicians
