Petition from Citizens of Ashtabula County, Ohio for a Constitutional Amendment that Representation in Congress be Uniform throughout the Country

The petitioners from Ashtabula, Ohio argued that representation in Congress should be based solely on free inhabitants. They noted that if uniform representation was impossible then animal property from free states should count equally as slave property in slaveholding states.
