The list includes 17 people, the parents of most of whom also lived in Russia. At first, only lists were drawn up. By order of the commander in chief of the military, published in early 1915, all Austrian and German nationals age 17-60 were to have left Livonia by 15 January.
Otherwise they would face expulsion to Tomsk Province. At the same time, Germans and Austrians in the Baltic provinces were stripped of their land, as elsewhere in Russia.
