At Secretary of State Cordell Hull’s request, Assistant Secretary of State Sumner Welles drafted this detailed 17-page speech for the President. Welles gave this draft to FDR during the evening of December 7. Seeking to rid himself of Hull’s unwelcome interference, FDR took the draft and said he would consider it. He then promptly ignored it.
