California's State Legislature first provided for the construction of a state capitol building in 1856, creating the Board of State Capitol Commissioners to handle contracts and oversee the construction. Construction crews broke ground on December 4, 1856. Unfortunately, ensuing fiscal obstacles brought the entire project to a halt within eleven days, not to resume for another four years. Construction resumed in 1860, and continued for over a decade. The building was first occupied in 1869, and completed in 1874.
