During World War II balls were made of recycled rubber and packaged in non-pressurized cardboard tubes. Pressurized balls were made from synthetic rubber or pre-war rubber cores and were labeled as being in compliance with the Rubber Restrictions Order (England) or Rubber Conservation Program (America). This can of balls was manufactured for use by military personnel on bases around the world.
