Circular of the Political Department of Government of Bengal, issued by B. R. Sen, the then Deputy Secretary to the Government of Bengal, ordering a review in the official policy with regard to placing of the official advertisements. This step was taken to stop the Indian newspapers from publishing subversive writings that gave impetus to the revolutionary activities.
