Copy of an exhortation from the civilian governor of Livonia to gather donations for city residents

Appended to it is a list approved by the tsar himself of acceptable objects. Among other things, ammunition and weapons related items, horse equipment, various textiles, brass buttons and leather for making uniforms and boots, cauldrons for food preparation and digging implements. The list was compiled in late 1811, showing that preparations for war were under way for quite some time before it started.
