Dedication on the title page: "To President Getulio Vargas, master of those who desire political education and the happiness of the people. On 9 out of 51."

Benedito Valadares was born in Pará de Minas, Minas Gerais, graduated in Dentistry in Belo Horizonte and Law in Rio de Janeiro. He supported the presidential candidacy of Getulio Vargas in 1930, launched by the Liberal Alliance - a coalition that brought together the leading political sectors of Minas Gerais, Rio Grande do Sul and Paraíba, in addition to the oppositions of the other states. In 1933, with the death of Minas Gerais governor Olegário Maciel, of whom he was a close collaborator, and supported by Flores da Cunha (governor of Rio Grande do Sul), Vargas appointed Benedicto Valladares to the position of governor of Minas Gerais - which the president remained as one of the most faithful allies.
Gustavo Capanema, interim in the government of Minas, claimed the position together with Virgílio de Melo Franco (supported by Minister Oswaldo Aranha). To avoid compromises with one or the other, the president once again demonstrated his political skill.
