Henry Yule, then Chief Secretary to the Government of India in the Public Works Department; Maj. William Arden Crommelin of the Bengal Engineers; and Sir George Udney Yule, the elder, then Commissioner of Oudh. The group is posed as if they are discussing a piece of paper held by Henry Yule, inscribed with the words, "PWD Budget 1862-63 Oudh." Henry also points a finger at George while placing his other hand on Crommelin's shoulder.
