Rosalind Patricia-Anne Howells, Baroness Howells of St Davids, OBE (born 10 January 1931), is a Labour member of the House of Lords. Having been awarded an OBE in the 1994 New Year's Honours, she was made a Life peer as Baroness Howells of St Davids, of Charlton in the London Borough of Greenwich on 21 July 1999. In this oral recording Baroness Howells describes the impact of the 1976 Race Relations act. She comments that community organisations who had become more politically focused, helped to bring about this change of law although race relations around the world context were also very influential. ref ORAL/1/17.
