The Guard was formed in September 1914 in the city of Pärnu. As elsewhere in the towns of the Russian empire where national defence units were formed, Pärnu had the honour and opportunity to order a flag for the unit at the city’s expenses, as they had been given to similar units during the Crimean War. The flag cost the city 250 roubles and it was ordered from Petrograd. In early 1915, the unit was already based in Tallinn, and the ceremonial consecration of the flag took place on 16 April in Harju County, in
Uue-Riisipere Manor.
