The scene takes place in the Divan council chamber. On the bench adorned with fabrics and cushions are seated the grand officers of the Empire. Before them, on small stools, are huge metal platters. Five tables are laid thus: at the table in the centre, facing the Grand Vizier (Prime Minister), sits the Ambassador and the two dragomans (interpreters) stand close by. To the left of the Grand Vizier are the two High Judges (Kazasker) of Anatolia and Rumelia (European territories belonging to the Empire). To the right of the Grand Vizier are the Viziers (Ministers).
