Gambling is prohibited in Hong Kong but mahjong playing is a traditional pastime for HK people so Mahjong schools were allowed in Hong Kong. There are fewer Mahjong schools now because of the license restriction and the relevant regulations, i.e. the number of neon signs for Mahjong schools has declined too.
