Ulviye Mevlânzâde Civelek is an Ottoman intellectual who worked hard for women's rights all her lifetime. Ulviye Mevlan, the founder of the Osmanlı Müdafaa-i Hukuk-ı Nisvan Cemiyeti (“Ottoman Association of Women for Defense of National Rights”), was also the owner of the magazine named Kadınlar Dünyası (“Women’s World”), which was the publication body of the association, and she was also an author for this magazine run by an all-women staff.

Mükemmel ve Mufassal Aş Ustası, written by Ulviye Mevlan, published in the Kadınlar Dünyası Printing House, is also the first cookbook published during the period of truce (Mutâreke). It is the only book written by her.

The book Mükemmel ve Mufassal Aş Ustası consists of 37 chapters and 732 recipes. The first chapter is called “What is nutrition?” The book covers topics such as nutrition according to body, temperament, age and habits; food items; classification of foods according to digestion levels and table manners. The first section is devoted to nutrition, followed by the second section, where the items essential for every kitchen are listed; the third section is about table manners in the West; and the other sections that follow these explain Turkish and European recipes and various food storing techniques.

Out of the 732 recipes 248 are recipes for European food and 484 are for Turkish food. Soups, Trotters, Egg Dishes, Fish, Meats, Game Meats, Garnishes, Olive Oil Dishes, Pâtés, Pastry Stuffings, Pastries, Vegetables, Pasta, Pilafs, European Desserts, European Cakes, Oily European Desserts, Light Desserts, Ice Desserts, Elmasiyes (A type of jelly made from frozen fruit juice), Jams, Shawarmas, Syrups, Compotes, Ice Cream, Haricot Bean Salads, Nut and Garlic Sauces, Salads, Preservation of Fruit and the Like, Brined Recipes, Molasses, Sausage with Syrup, Jam with Syrup, Fried Meat, Minced Meat, Bacon, Meat Sausages and Starch, Cream, Yogurt, Cheese, Butter and Rolled Cream are some of the chapter titles that are included in the book.

With its scientific and sociological approach, Mevlan's book stands out among the books written in Ottoman Turkish alphabet.
