In 1938, the legislative act that established the State Lands Commission to administer state-owned oil and gas reserves also earmarked 30% of the state income from oil royalties for state parks acquisition and maintenance. While legal disputes over ownership of coastal lands impounded these funds for many years, by 1954 the state regained control of the funds, making $31 million dollars available for new park acquisitions.
