Created on December 9, 1861 by Sultan Abdulaziz Khan (1830-1876) for the purpose of awarding for merits to Ottoman Empire. On the reverse of medallion features two golden drums and twoflags, symbols of independence of the Ottoman Empire, the year of its creation (AH. 699, i.e. 1299). The order was cancelled in 1921
