Commissioners Office Benalla 29th Jany 1880Memo Y1036 The Chief Commissioner of Police has arranged with the Heads of the different Banks that the keys of the Country Branches are to be handed to the Police after office hours for safety and instructions have been issued to the Branch Managers accordingly I wish to impress on the minds of the Police the importance to them of properly dealing with this matter. The keys must not be handed from one to another of either the Police or Bank officials, but by the responsible persons of both Departments. that is to say they must be handed by the Bank Manager for the time being to the Member of the Force in charge of the Station for the time being the latter must not accept charge of the keys when passed through any of the Bank Subordinates to any of his subordinates to be handed to him but direct from the Manager himself and when he receives, he will secrete them not even allowing any of his own men to know where they are placed. this is necessary to keep the responsibility within as small a limit as possible When returning the
