A dado is at the bottom, an entablature on top. The lower part of the design suggests horizontal rows of petal discs, with petals and palmettes in the wedges, for the panel. The upper part suggests alternate and staggered rows of naturalized fleur-de-lis leaves. Framing similar to 1940-120-9.
