A report compiled for the Estonian department of the Grand Duchess Elizabeth Feodorovna for providing aid to the families of those mobilized shows that the Tallinn city government, for one, organized extensive aid through the committee for assisting the poor and the ladies’ committee. The city has three soup kitchens that are prepared to serve 1,350 free portions of food per day. The menu is sauerkraut soup with meat, peas, and potatoes or macaroni, and rye bread. The cost of a portion was about 14-15 kopecks. Those under 18 received half a portion. The city’s welfare committee determined the right to free food. There were over 6,600 families in need in the province.
