During the 18th century, there were significant reforms to the armed forces under Charles III. This gave rise to several Military Ordinances for the various branches of the armed forces, aiming to establish a set of rules or guidelines for their regulation.
In 1802 Domingo Pérez de Grandallana y Sierra signed the new Naval Ordinance for the Service of His Majesty's Vessels, which set out doctrines for the performance of military operations and service on board warships. It defined the authority of the General Commander and his responsibilities, as well as how commanders of fleet vessels should be appointed when not nominated by the King.
