2 different designs mounted on support. Narrow band of blue foliate sprigs on left edge, with wider band of American flag ribbons forming guilloche design. Another narrow band of blue foliate sprigs, with wider band containing American flags, cannon, shield and drum, alternating with eagle holding arrows and laurel sprigs. Printed in red, blue and green on off-white ground.

Connecticut did not have a governor named Lathrop.
