I use hand-made paper made from elephant dung to laminate the cardboard sheets that I use for my models. I use a PVA glue slightly diluted with waterand with a drop of kitchen cleanser to cover the faces of the cardboard. Then, the approriate quality of dung paper is placed on the cardboard, taking care to see that no bubbles are trapped beneath it. A rolling pin, gently used, will eliminate most. Gentle drying under pressure also ensures that there is no warping of the cardboard later on. Warping makes the cardboard useless for laser cutting later on.
