The prisoners of war were sent to the countryside as agricultural labourers. Prisoners of war who were ill or were unfit for work were sent back to camp (to Pääsküla, Tallinn). Sometimes the prisoners refused to work for the farmers, citing reasons like lack of winter clothes. In October 1917, all 87 prisoners of war were exempted from work in the Estonian province.
