Tang Jiong, also known by his courtesy name Linfu, was born in Qiantang (now Hangzhou, Zhejiang province), son of Tang Xun (1005 - 1064). He supported the political reform in the early Xining period under the reign of Emperor Shenzong, and thus gained recognition from the Emperor and Wang Anshi. The positions he held include the proofreading officer (jiaoshu) at the Institute of Classics (chongwenguan) and Deputy Head of the Advisory Council to the Emperor (tongzhijianyuan).
