근대기 왕실 관리 기관 중 하나인 비서원의 관인이다. 비서원은 조선시대에 왕의 명령을 전달하고 기록하는 일을 담당했던 승정원(承政院)을 계승한 기관이다. 원래 시종원 산하 기관인 비서감(秘書監)이었다가 1895년 비서원으로 독립하였다.
