대한제국기 서북철도국(1902-1904)의 최고 책임자인 총재가 사용했던 인장이다. 서북철도국은 경의선 철도를 부설하기 위하여 궁내부 소속 내장원(內藏院) 산하에 설치한 관청이다. 먼저 서울에서 개성 간을 개통시키고 자금을 확보하는 대로 연장할 계획이었으나 일본과 러시아의 간섭으로 어려움을 겪었다. 1904년 러일전쟁으로 일본이 군용 철도를 부설함으로써 무산되었다.
