Japanese Prime Minister Junichiro Koizumi used the ceremony to restate Japan's policy against having or making nuclear weapons. Those in attendance bowed their heads for a minute of silence at 8:15 a.m., the moment an atomic bomb was dropped from a U.S. B-29 plane, killing about 140,000 people and injuring thousands more.
