This 4-cent stamp honoring artist Winslow Homer was first placed on sale at the Gloucester, Massachusetts, post office, on December 15, 1962. Designed by Victor S. McCloskey, Jr., the stamp features a reproduction of Homer's well-known painting "Breezing Up."
The stamp was printed on the Giori press and issued in panes of fifty stamps each. An initial printing of 120 million stamps was authorized.
