Russomoy Dutta belonged to the famous Dutta family of Rambagan which was founded by his father Nilmoni Dutta. He was the first Indian puisine judge of the Small Cause Court. His association with Hindoo College began in 1822. Initially, he was a member of the Committee of Managers which was entrusted with administration of the college. In 1841, Dutta was appointed as the Secretary of Hindoo College. He was the only native manager who whole-heartedly suppported the proposal of Dr. F. J. Mouat, Secretary of the Council of Education and Professor of Medicine at the Medical College, to transform Hindoo College into a general institution open to all communities and managed entirely by the government. The Committee of Management of Hindoo College met for the last time on 11 January 1855. Dutta resigned from the post of Secretary on 1 February 1855. Soonafter, he was made a member of the Council of Education. Dutta was also the Secretary of Sanskrit College for sometime. He was the member of various organisations like Bangabhasanuvadak Samaj, Gauriya Samaj, Calcutta School Book Society and Calcutta School Society. He even fought against censorship on newspaper and in favour of judicial reforms.
