“The epistle says that the Russian clergy who do not commit themselves in writing to obey the Soviet government will be excluded from the clergy of the Moscow Patriarchate… Vain threat! We ourselves decided in a meeting of the Council in 1924 not to execute the orders of the Moscow Synod that would cause harm to the Church.”
