Eisenhower supported a bill permitting the U.S. to cooperate with Canada to deepen the St. Lawrence River to allow seagoing ships to sail from the Atlantic Ocean through the Great Lakes to the Midwest. The President had been advocating for the construction of the seaway since he was U.S. Army chief-of-staff at the end of World War II. He contended that the seaway would not only be an economic asset, but would also strengthen national security.
