Liverpool Town Hall was built between 1749 and 1954 to designs by John Wood the Elder. It was extended and reconstructed in the late 18th century and early 19th century by John Foster Senior. The Council Chamber was extended and the north portico rebuilt using the original columns in 1899-1900.

Eric de Maré's view details the upper floor and carved frieze, which features representations of an elephant and an African woman - symbols of Liverpool's international trading interests.
