    difficulty of finding even that number of qualified persons. In this Town, as regards to property, I am not aware of more than two qualified non official residents, in other respects I should not say they were very well qualified. I don't know how far Government Officers may be eligible or not,- of these, some, I dare say, could be qualify. As to landed Country Proprietors I am anxious to know by what we are to be guided in valuing their Properties,- for instance there are some which cost the owners considerably more than the Government minimum price of
