Norberg was a farmers son who, after his first exhibition in his home town Tromsø, got the attention of local patrons who funded his art education on Kristiania. He also travelled to Paris, Copenhagen and Berlin to continue his studies, but returned after only a couple of years to Tromsø because of poor health.
His paintings were naturalistic and often had motifs from Tromsø, like this one of Fagernes, which is on the mainland side of Tromsø.
