The ligisa is made for important women in the society, and it defines the value and the status of the wearer. Value is expressed through respect bestowed upon her by members of the society. It follows that woman who wears the Ligisa is well mannered and dignified, as befits an older woman, and must be accorded courtesy and respect from others. The ligisa is worn exclusively by those who have passed through specific socio-cultural stages of life. Formerly, the ligisa mainly adorned the wives of the chiefs (ruoth), important village elders (jodong gweng') or wealthy persons (Okebe).
