Judy Williams Graham was born in Edmonton, Alberta, on July 8, 1948. She is a descendant of families that moved to Canada from Oklahoma during the Great Migration between 1900 and 1912. In 1910, her father's family moved from Texas to Oklahoma and then to Hillside, Saskatchewan. Her mother's family also moved from Texas to Oklahoma and then left with other Black families in search of a better life in Canada, where they settled in Amber Valley (formerly Pine Creek), Alberta, in 1911.
