Hobson used his car, with a loudspeaker strapped to the roof, as a "Cop-Watching Wagon." He recorded police misconduct and played tapes back to the police chief. He also mounted a cage of rats to his car, threatening to release them in Georgetown unless the city worked to get rid of rats in Black neighborhoods.
