When merchants and companies produced and sold cosmetics, they had to submit a letter of request to obtain a license to the metropolitan police department. The letter needed to contain several pieces of information, including the name and address of the seller, the product name, its raw materials and quantity, how it was used, and its effects. This is the draft of a letter of request for a license to release Tsuyacho Bo-beni for sale. (The clean copy was submitted.)
