Constitutional Act of the Colony may be brought into operation in respect to Schools, the Mayor and Town Council of
Melbourne will have it in their power to appoint an Inspector of Schools, but that so long as the whole expense of maintaining Schools is defrayed out of the General Revenue it seems to His Excellency only proper that the power to appoint Inspectors should as a matter of course be retained by the Government.
