In this memorandum to Soviet Premier Joseph Stalin, President Truman writes about the upcoming coal shortage throughout Europe and his concern for providing enough resources for war-torn areas of Europe. He wrote to Stalin to try and secure his cooperation in distributing German coal resources throughout Europe by the four occupying powers (Great Britain, France, the United States, and the Soviet Union). He attached a copy of the memorandum he sent to General Dwight Eisenhower.
