In this memorandum to Prime Minister Winston Churchill, President Truman urges Churchill and his government to consider the issue of opening up Palestine, which the British Government controlled, to more Jewish immigration and settlement. Also attached to this is a telegram to Secretary of State James Byrnes from Ambassador to Great Britian John G. Winant regarding a meeting with Dr. Chaim Weizmann, leader of the Zionist movement.
