In this political cartoon published on September 14, 1962, Soviet Premier Nikita Khrushchev is depicted as a frogman swimming covertly to Communist Cuba while a ship bearing a “Monroe Doctrine” flag patrols above. The cartoon's message of Soviet influence in the Western Hemisphere was soon proved to be prescient. One month after its publication, President John F. Kennedy invoked the Monroe Doctrine as a justification for opposing the placement of Soviet nuclear missiles in Cuba--the event known as the Cuban Missile Crisis.
