Ink stand and bottle fashioned form a whole walrus tusk. The pen that signed the Declaration of War entering the United States into World War I is held by the tusk. The ink bottle is fixed on the top side next to the head, a gold and copper leaf sheath extended lengthwise over scrimshaw motifs, the point of the tusk is capped with beaten gold and twig-like projections serve as pen holder. A raised scenic motif is on the bottle cap.
