Tennessee legislator Harry T. Burn planned to vote against ratifying the 19th Amendment—until he received a note from his mother. When the roll call vote reached him, he surprised everyone by voting in favor of the amendment. The shocked crowd erupted into cheers as women’s suffrage became a part of the U.S. Constitution—by a single vote.
