This rulebook contained the rules that licensed purveyors to the Imperial Household Department had to abide by. The rules were broken down into eight sections, including procedures in case of accidental destruction or loss, the deadline to submit paperwork for a successor when the license holder changed due to unforeseen circumstances (within 5 days), and the deadline to submit new registration information when the license holder changed seals, names, or moved (within 5 days).
