The Star semi-automatic 9 mm (0.35") Largo pistol won a public tender in 1921 to supply pistols to the Civil Guard. It was declared for exclusive use by the troops in October 1922. The first to be distributed within the corps was Model 1920. This was then modified to include a button or handle safety, and gripping grooves on the barrel, and became known as Model 1921. This pistol was distributed to corps units but modified again to remove the handle safety. This was Model 1922, and gradually replaced the one before it.
