In this scene, the devil tries to weigh down the scales used by St Michael the Archangel to weigh the souls of the dead; in the hope that the souls will be sent to Hell. It is part of a larger mural created for King Richard II in the 1390s. The mural was painted over, probably in the 16th century, and was only rediscovered in 1953.
