"The project proposed to create a system of dikes and holding tanks for excess water, to construct barriers for overflow, and to provide for general drainage. ...the Gran Desagüe project, the Porfirian era’s crowning construction project, depleted fifteen years and over sixteen million pesos from the federal government. It sought to corral contaminated lake water into a system of canals and tunnels to eliminate flooding."
