This mural depicts the political situation in Sevastopol in 2013 (a year before the conflict between Ukraine and Russia broke our in that region). The dogs in suits represent officials who have hitched an anchor (the symbol of hope). This was Kislow's biggest wall at the time. He is know for his great illustrations and has been working i.e. in the U.S. and France since his visit in Poland.
